Ljubljana City Council Amends 2026 Transport Subsidy Rules for Bus and Rail Passes

The Ljubljana City Council approved changes to the municipal transport subsidy programme on 2 July. The update revises eligibility and payment levels for annual and monthly passes on city buses and the regional rail link to the airport. It applies to all permanent residents who register their address with the city administration before 15 August.
Why the adjustment arrives this summer
City budget documents for 2026 record that operating costs for the public transport operator rose 11 percent in the first half of the year. Fuel, driver wages and track maintenance account for the increase. The council therefore altered the subsidy formula rather than raise the base fare across the board.
Residents who currently buy a monthly adult pass will see the city contribution rise from 18 euros to 24 euros. Students aged 15 to 26 in the Bežigrad and Šiška districts qualify for an additional 6-euro top-up if they present a valid school certificate at the city transport office. Pensioners living in the Vič-Rudnik area receive an unchanged 30-euro subsidy but must now renew their card every twelve months instead of eighteen.
The 2026 budget paper allocates 2.3 million euros to the subsidy line, up from 1.9 million euros last year. Officials project that 47,000 pass holders will receive the new rates once registration closes in mid-August.
Applications open on 10 July at the city hall counter on Mestni trg and through the municipal online portal. Residents who miss the deadline keep their current subsidy level until the next annual cycle in July 2027. The transport operator will publish updated price tables on its website by 20 July.
